Can't Install Workshop Addons

I recently installed gmod and tried to install mods from both Steam Workshop and Gamebanana. I know how to use GWtool and WorkshopDL but I can't install any mods so I went to download some game packs and only the game packs/maps worked, I looked at the code of the rev.ini file and saw a line in it. the code is -noworkshop and i deleted it, i restarted garris mod but the mods still won't install please contact us soon

i saw there was something in hl2.exe and garrys_mod.exe so i went ti decompile it
